If only we could find a way to increase the number of intelligent people who are committed to doing right by others, while reducing the number of idiots and those who care nothing for others.

I find that more equal treatment of citizens tends to create this automatically. Equal education makes for more equal opportunity, making for less resentment of and by minority groups, less ignorance, etc. etc..
