I went out to dinner with a different adult female friend and I admitted to her that I do tend to give an extra few dollars a tip to cute waitresses who wear clothing that flatters their body This friend really started bitching at me about that...she called me a "pervert" and told me that I was being like a typical guy for that behavior.

It sounds like you are close to this friend, and you are even 'out' to her, how long have you known her? do you think she has an interest in you at all, because to me she almost sounds like she is jealous!

Is there anything perverse or unsavory about admiring the body of a beautiful young woman?

Ah. this is difficult to respond so much to say.. from the average female perspective it is bad, perverse, especially females who are older and feel bitter and jealous of younger girls. But even more so I think most women really are 'trained' by other women to repress their sexuality, or they are sluts, and sex is bad and men just use you and porn is evil and blah blah, but they don't understand it or try to understand it so they get fearful and hateful.

Should the waitress in question feel offended? Or should she be proud that her body is so admired?

This girl in particular you mentioned, "and she had her top unbuttoned quite a bit, obviously to show off the top of her breasts. The rest of her outfit hugged her body very tightly.." sounds like she wouldn't be offended, or she wouldn't be showing off what her mama gave her.

So to sum it up I don't think I've been particularly helpful, and it is a very touchy subject for many women, you'd be really surprised how many women are absolutely appalled at porn, even yawn-inducing soft core porn! I hope you can resolve things with your friend though.
