On Wikipedia?? not on, Chester's hard drive, or Jack McClellan's site?? If context is to be taken into account, it heavily favours Wiki over IWF, precisely because there is an educational purpose.

To the IWF, it doesn't matter what (foreign) website the image is on. As the server is not under the jurisdiction of the UK (an area that the IWF are not required to censor outside of the UK), we already know that the IWF must be acting with "purpose" of preventing crime (particularly viewing, seen in UK law as "making"). This could even be another meaning of the term "potentially illegal" as applied to VK.
