no, i don't see your point.

those officials you name are obligated to represent and enact the business of the state, while a clinician's first responsibility is to the welfare of their client.

believe it or not, some shrinks actually honour that responsibility, and in my experience, such people are powerful and empowering allies and can make life a lot easier for a minor attracted person.
