The only real stipulation I know of that the U.S. government has with regard to mandatory reporting is if you either admit to a crime or you admit you may hurt a specific person or yourself. Beyond that the doctor-client privilege is in effect, and I think most counselors are probably more trustworthy than some here would give them credit for.
