Because they're incompetent, they learn to hide this incompetence by playing it safe. They don't want to get noticed, or be played like fools by their patients (because they ARE fools), so they become an extension of the government and the police force because... that's their safest move.
It's beyond a simple matter of good of bad apples, it's a matter of incompetence by definition. A few manage to stand out - but just a few.
If i would have one piece of advice to offer a young adult who has high grades and says he wants to become a psychiatrist: don't do it. The formation is bad and you will only end up self-destructing. When you end up playing it safe by all means necessary and hiding your incompetence to others - and to yourself - the first person destroyed is... you.
Any talented young adult who feels he doesn't naturally have what it takes to overcome these obstacles should choose another career.
