It's not in the definition of "postman" that they carry an uzi.
It's not in the definition of "police officer" that they feel people up (and most searches don't require that either).
It is in the definition of the Mental Health Industry and every one of its workers that they decide what is and is not normal, how far away from normal, and how they will punish that deviation from normalcy. Abuse might still not be universal, but is inevitable.
