I am not 100% sure, but I believe having pictures of topless little girls it is illegal in the UK, that may explain why not only image boards, but any Non Nude commercial child modelling site will stay well away from that.

From my point of view a topless little girl it is not sexual in any way, but I do not make the child porn laws.
