I've only had a chance to skim read the article, but from what I've seen, yes, it does seem over-sensationalized...

The methodology of 'estimating' how many under-age trafficked girls there are is dodgy, to say the least. And when it comes to the 21 leads that is claimed for last year, I wonder how many of those turned out to be false - e.g. "Sweetheart, go down & wait outside the lobby on the corner for Daddy whilst he gets the car from the parking lot." (i.e. something perfectly innocent) being reported? I'd bet more than half of those 21 'leads' turned out to be nothing at all untoward. Probably more 'leads' than that, actually. Interesting that they don't give any info on that, isn't it...?

Also, I noticed that the article stated that more than 100,000 girls were under the control of a pimp. My word - how does that pimp manage to deal with 100,000 girls, all by himself?
