The problem with what's legal or not rises from the foundation of the authority of law. Basically, according to the established Authority in the U.S., "The law is what I say it is. And what I say, is, I can change my mind if I want."

For example: The second Amendment (itself, a changing of the mind!)
"...the right of the People to keep and bear arms shall not be infringed."
Yet, it commonly is. Sometimes for good reason, (the mentally defective), sometimes not.

So, "I'm not going to punish you for collecting it, I'm going to punish you for keeping it."

When dealing with LAW, (read, formal rules), you must understand that it's only words and words can be so slippery when the user wants them to be.

"That statement is a completely false statement. Whether or not Mr. Bennett knew of your relationship with Ms. Lewinsky, the statement that there was "no sex of any kind in any manner, shape or form, with President Clinton," was an utterly false statement. Is that correct?"

"It depends upon what the meaning of the word 'is' is. If 'is' means 'is and never has been' that's one thing - if it means 'there is none', that was a completely true statement."


Clinton was a graduate of Yale Law School.
