Here is some basic info about the DSM. As you can see the DSM is not regularly updated, it is at different intervals each time. I'm not sure what makes it be updated and could not find that information. Obviously it is not on a regular basis, I assume it is when people in the APA decide it needs to be done. Debate over one specific entry would not be enough as it is a large book and that would not make sense.

There is some precedence for the people the DSM classifies to be involved in having a voice in the APA. There is the famous case of homosexuality and transgenders. We are looking to be a part of the discussion about the definition that would include us, whether that means the definition is gone or not is not our specific goal. The idea is to be involved in discussions involving us, especially ones that will heavily affect us. We want the DSM's definition, or lack thereof, to be based off reality and not biased and inaccurate studies.
