Two things.

First -- just because something is wrong, it does not follow that it should be illegal. Putting someone IN PRISON and giving them a criminal record is a pretty strong sanction. Second -- Laws reflect social attitudes, yes. BUT laws also STRONGLY affect social attitudes (through cognitive dissonance and just world theory -- e.g. "pot wouldn't be illegal if it weren't dangerous, because the government only makes laws that protect us).
