At the minimum.....

... unless the whole thing is a fabrication; ( and since nobody is allowed to evaluate the evidence, agnosticism is warranted regarding the claims ) the rules allegedly articulated suggest something designed to only allow those who were willing to create ( or simulate ) truly horrific stuff.

I wouldn't put it past the Fed to be the ones who requested such stuff for the purpose of a sting. The logic behind sting operations immunizes the officers from their "promotion" of further criminal activity with the argument that similar activities would go on beyond their oversight in the absence of an operation to capture criminals.

And given that the recent Operation Fast & Furious provided much material support to create horrific new gun crimes, and that prosecutors have always argued that all CP is "horrorshow," even when their arguments were overturned and the legal material revealed to be anything but; soliciting "horrorshow" as a sting would be entirely within the previously revealed habits of LEAs.

There's also the possibility that the site, and its membership requirements, are entirely the product of sick minds who aren't LEOs. Either way, what they asked for in the way of bona fides from members was guaranteed to be nonconsensual or a reasonable facsimile thereof. And anyone familiar with LEO's should know that they choose not to distinguish the real, the fake, and the symbolic representation. ( In the absence of Little Lupe presenting her birth cert in court. )

Anyone creating the material required for Dream Board membership was, by definition, not a Girl Lover. And anyone soliciting the same, be they LEO or not, was a promoter of the violation of girls.
