None of whom have the authority to authorize such a thing. There are reasons why the Judiciary and Legislative exist even in times of war.

If the US Armed Services had to wait for authority to carry out its day to day war in Afganistan, safeguarding IraQ, and declared war on Terror no work would be done. That is why the Commander in Chief of the Armed Services is given those powers by our way of Government. The Legislature only becomes involved IF a new war is started. It must sanction new wars within 60 to 90 days of the President acting-according to the War Powers Act.

As for your statement that his citizenship isn't inconsequential, you are, in part correct. If he was a citizen of the USA he was also a traitor as well as an active combatant. He was killed as an enemy combatant; and, his death via an act of combat was not kept secret. Or do you desire we e-mail all of our enemies of our intent before terminating them? Dante?

Now, as for his not being who I describe, I contend your man was the face and this man was the power. Wikipedia approves.
