Who is talking about a new "war?" We're talking about a new rule of engagement; one targeting those "protected" by citizenship.

Just ask Lt. Calley about the declaration of War covering a decision to shift the rules mid-course.

No e-mail required. But yes, we do declare war. And then go to great pains to define which activities make one a targeted combatant, and which make one a civilian ( no matter how enthusiastic in their supporting speech. )

The key is that the goal of war isn't total annihilation; but the possibility that named former enemies could cease their activity and the war end with both parties alive. Your "named Terrorist" definition of combatant seems to seek to perpetuate an endless war; something that Bush was accused of and that Obama campaigned on the ending of.

You might try the Wikipedia link on al Zawahiri to see who actually heads al Qaeda. He is Bin Laden's current successor. Or are you arguing that it was spokesmen-clerics and online Jihadists who were the real leaders all along; and that Bin Laden and his declared successors were secondary?
