I think he has a point. A lot of people don't really care about children--at least not once they're born. They'll make a big to-do about preventing abortion, but it's not so much the child they care about, as it is having a political issue to use for manipulating voters. Once a child is born, they don't give a flying fuck about her... except to "protect" her from (gasp!) S-E-X!!
