I don't believe you understand that this civil commitment is commitment simply due to the fact that

Big Pharma. Big Mental Health.

Prison unions and DAs lobby this and legislators pass this because of the bribes kickbacks they receive from the above.

Slay the monsters, and the monstrosity will end.
