Seeing and reporting contraband

"Officer, I saw bags full of Pot on my neighbor's back porch." "Thank you citizen for reporting a crime."
"Officer, I saw rocker-launchers in my neighbor's pick-up truck." "Thank you citizen for reporting a crime."
"Officer, I saw photos of CP on a computer I accessed." "You've seen CP? So you admit to being part of a ring? You're under arrest."
Of course vastly oversimplified. But arguments that make witnessing a crime the same as committing it in the first place will necessarily discourage anyone from admitting that they accessed the images. This is another reason why they need to distinguish between manufacturing and viewing. If they don't, they may very well be silencing those who would otherwise assist them in stamping out potentially non-consensual events being documented in such images.
And they wonder that some might hesitate in reporting?
