Fluoridation of the water supply.
True, there are ways around it - one can choose to not drink tap water - but it was difficult to avoid in many communities when it was originally pushed, and many people genuinely believed it would be harmful.
I recall hearing about one town that found a way to short circuit the inevitable complaints. First they made the announcement that they had begun to fluoridate the water. In the next few months there were numerous complaints about ill health caused by the fluoridation - tumors, mental illness, cancer - and quite a bit of public commentary about the problems caused by fluoridation. Then the town announced that there had been an error in the previous announcement, and that the fluoridation had not begun yet, but would soon. There were no complaints after the change. (But most Americans do not even recall that there was a time when people who could afford dentists typically got their first false teeth in their 30s.)
