However, this is the meat of the story:
"Investigators in Lille believe they have uncovered a well-connected ring that brought women over the border from Belgium to have sex with wealthy clients in hotels in the city. Some of the women are believed to have been under-age."
They believe?

Again:
"Some of the women are believed to have been under-age."
First, no connection to DSK
Second, no proof that they were underage.
Third, this is purely speculation, and an attempt to kick someone when he is down.

I have no feelings about him one way or another, but trying to brand him a pedophile in further attempts to smear a reputation that is already shot are
pitiable, at best.
