Well, it ain't $10 according to this news story, since he wasn't successful.

With used-panties only existing on the black-market, the mark-up must be exorbitant. And panties on the white-market without mark-ups.....

I have to wonder why he didn't simply go to the nearest used-panty vending machine? All he had to do was fly to Japan.
