Actually, what is says is that more than half of allegations against teachers are 'malicious' and the actual arrest conviction rate is 3%. Those are significantly different points. False allegations need not be malicious--they can stem from ignorance or misunderstanding. Moreover, just because they manage only a 3% conviction rate doesn't necessarily mean there was no illegal sexual activity in some of the other cases (though I suspect if you removed the cases with successful convictions where the sex was consensual and nonharmful, it would actually be closer to 1%.)
