He should have been ready to negotiate. Personally, I think $10 is low. If he wanted to make sure of the purchase, he had to signal that was only his opening price. It could also be of help to have exchanged. He brings unmarked, unserialled, new panties, and they barter the new panties for the used ones. This reduces the markup from black market reasonably and provides the girls with money AND new panties.
