Even though the "War on Drugs" does continue, there has been substantial changers. Most judges will opt for a rehab option instead of prison. Small time possession has been legalized in a lot of states. Medical marijuana is making headway toward public acceptance. It's also being considered a useless drain on the economy with the overcrowding of prisons, so there is far less support than there once was. People don't get life for a little bit of coke or a pound of weed anymore. And things that used to carry felonies don't anymore.

As for MAAs (or pornography addicts with no real MA and non-contact or first time offenders) judges are more and more rejected minimum sentence requirements. SOs are the new population that over-crowds prisons and suck up state money with ten year to lifetime observation. States (like NY) are rejecting compliance with trumped up non-constitutional laws like the Adam Walsh Act. Things are getting better and people are getting better educated. And people feel more comfortable saying attraction to minors is common (wasn't Hermione hot in the first movie!) instead of totally demonizing it.

I think we're on the downswing of a hysteria that grown since the 80s (check out Phillip Jenkins book Moral Panic for the ebbs and flows of pedo hysteria over the last century) and I'm glad of it.
