If you want to stop the drug prohibition related violence, end the drug prohibition.

But don't forget that the army and the police are ordinary people. If they can be trusted with weapons, so can civilians. If they can't be trusted with weapons, then it is that much more important that non-military have weapons.

And as LGs has noted, the Afghans seem to be managing pretty well, though they don't have tanks or warplanes.
