In 1774...1775, Great Britain had just 36 000 men, just 12 000 in whole Britain, 4000 in Boston.
The 4000 men in Massachusetts were even in 1774 very ineffective in controlling the countryside. The Patriot militia controlled the countryside, powder magazines after Powder Alarm, the illegal legislature convened unchallenged, etc.. After Battle of Lexington, the 4000 men in Boston were put under siege the same day. When the British did counterattack in 1776, there always was a Continental Army openly in the field.
In 1861, the whole US Army numbered 16 000 - not sure how many were in the Confederacy. The bulk of Army posts were taken over easily.
By contrast, see how quickly and completely the Confederacy was subdued in April...June 1865. No massive insurgency after the cities were taken and large field armies tracked down and induced to surrender.
