I went looking. I found an interesting reddit link that started with:

I am the creator and administrator of Lolita City - a pedophile website over Tor with over 200 000 daily page hits. AMA. (self.IAmA)

It was submitted about 4 months ago. Of interest is an excahnge between favages8to40 and FallingSnowAngel. I don't use Tor so I have never been to the site mentioned. From the exchanged, I would presume the site is a valid one.
