Indeed.

While we know that there is awful stuff going on out there, our LEAs don't believe in distinguishing between forcible violence and consensual love.

Love, hate, if its happening to a child it doesn't matter to them. Any injury is to the State, the Parents, and most seriously enough to the letter of the Law ( until the law is changed. )

Note, while the articles refer to the program as a "Day Care" ( implying that the children were the 6 weeks to 5 yrs old of their Daycare program ) the franchise also runs an after-school program including tweens.

But hey, we know that tweens are asexual too ( as are all under the age of majority. )

We will never know what happened here. And that's exactly what the LEAs want.
