I would question that.

When trick-or-treating homes, you can establish a route, and a schedule, to fill. With a little White Man gadget called a cellphone (a "mobile" for youse in the Empire), you can phone home any deviation from it - whether innocent, fun, or because of an emergency. You can therefore pinpoint the location of an abduction, rape or murder with relative ease; and since homes and perpetrators are associated, a location is all you need to have the culprit.
