A couple things about this...

... first of all they should not be arresting and charging children like this when children don't even have the full rights of an adult counterpart. If she isn't given the rights/treated like an adult she does not deserve to be charged like an adult.

Second, it sounds like she has a mental disorder or her parents are abusive. Most likely physically and emotionally. If it isn't any of that then it could be compulsory schooling and the interaction with her peers.
