They don't know what to do with that population in prison because they are so radically different from the rest of the population. People I know on the inside find that if someone has a college education and no-priors, it's assumed they are an SO. It's causing the kind of prison overcrowding we saw in the 80s and 90s with the War on Drugs.

Mainstream studies are coming out differentiating viewers of CP* (non-contact offenders) from hands on offenders and calling for a reform in the laws.

Since the deadlines for compliance with the Adam Walsh Act (including establishing a JUVENILE sex offender registry) quickly approach for most non-compliant states, this is becoming an even more pressing issue. New York recently rejected the AWA stating that the cost of implementing it would exceed the federal money they'd receive and undermine their rehabilitative efforts with juvenile contact or violent offenders.

We're also going to see a backlash as one of the stipulations of AWA is that every state must have a federal facility with a SOTP (sex offender treatment program). Before the AWA, these virtually didn't exist.

Do you know how much it costs to create these programs and how incredibly controversial their methods and efficacy tends to be? Especially since there is no differentiating between violent or contact offenders and non-contact or computer populations, let alone any differentiation between offenders who involve adult vs child victims.

It's like creating a "rehab" program and throwing the head of a drug cartel in with a recreational pot smoker an expecting it to help anything.

*I know not all MAAs would look at CP even if it were legal. I am personally against its consumption, with the exception of stuff OBVIOUSLY created by kids themselves. But the implication is that consumers tend to have actual attractions to pubescent or pre-pubescent (and fit the demographic Baldur's article suggested) whereas that tendency isn't as consistent with other SO groups.

These are some studies that have come out in the past few years. Some of the titles aren't pleasant, but considering the culture climate, it's progress.
