There's been several girls whose special sexiness often/always turn me on. But even girls who are not that particularly sexy that they actively turn me on with their presence, I don't stop thinking sexually of them when they are near me. I might not be turned on, but I still think they have a great, sexy [edit], [edit], [edit] or [edit]. I regard the fact that we do nothing more as the lack of effort on my part to turn that interest of mine into "hey let's [edit]". And yes, it is not really hard to omit that effort; I know the consequences and all. I don't need to exercise superhuman powers of self-control to stop myself from doing sexual stuff; not because I don't desire it, only because I am in control of myself. (Which really makes me think that antis that claim the opposite are really not in control of themselves, but let's leave that for another post)

But no, my desire does not descend to zero when I am with a girl. Just that it stays inside my pants.
