This is really a police-state way of thinking. Why even bother with a formal indictment and trial?
Even Gitmo inmates have it better! At least they are not lied to with a promise of fair justice.

OTOH, it makes the official account even more suspicious. Now that it is evident that everyone would have done everything possible to stop the abuse had they witnessed it or been told about it, then the existence of so many exceptions who saw it or were told about it and didn't do anything, from the janitor to Paterno to PSU's higher authorities becomes a little harder to sustain. Are they so different from everyone else? How come all the "different" people were concentrated exactly in the chain of command that could have done anything? Really, more questions than answers...
