Yeah when you haven't had sex it's not a big deal but for a girl who's never done anything it is. A massage or being naked or cuddling are natural things that people have turned into a sexual context. Sex itself might not be super special but sexual touching should be saved for someone who they can be intimate with. Children can't tell the difference between someone who truly cares about them and someone who's just using them for their own gratification. If the person who is with them does care about them then they should wait until they're certain that they are old enough and mature enough to make a decision about whether they should have sex. Intimacy is much more important and can be maintained without having sex or sex play.

Children can be easily influenced and don't make very good decisions sometimes. Every teenager is going to nod their head and say of course I'm ready, I'm so much more mature than every other kid my age.
