More specifically, such tests have yielded results ranging from twenty to thirty percent of men who have at least as great a reaction to photos of prepubescent girls as to women, and ninety percent that have some reaction to the photos of girls.

Otherwise, I think your point is that the law is the law, and ethics is ethics, and the two are not the same.
