This is what happens when a country gets TOO rich and too high in its equality and standard of living for all. They run out of real problems to combat, and start stretching toward stuff like this, because people seem to have a need to always feel that they are "fixing" something that needs fixing. Of course, one can't really skew any population to 100% efficiency in any attribute. In other words, you get diminishing returns the closer you get to eliminating any kind of social or criminal problem completely. And often, attempting to do so creates other problems, as will likely happen here...

A better shape for Maslow might be the "quadrilateral of fixed area". It should be more of a rectangle than a pyramid, to acknowledge that for humans, these different needs are more equal than suggested by the pyramid. The fixed area is because attempting to widen any one area beyond a certain amount results in reduction of another.
