I'm pretty sure when pedobear said that he meant they were under the age of 1 or whenever kids learn to talk. I don't think there was a deep message there.

I guess the introduction of complicated legal questions made me think that.

And it helped that I don't really go for pre-talk girlies. I've occasionally found girls in their second year very hot; but by then they are talking already, and girls in particular often already making sentences. Pre-talk babies are a very interesting species, to me, but not sexually so. So maybe I didn't assume Pedobear meant pre-talk girls because I would not have meant pre-talk girls myself.
