1) "Thou shalt not have other gods before Me" looks to me to be a very clear, unqualified, and even radical endorsement of anarchism.

Repeated in the NT every time Jesus reminded not to serve different masters.

2) That God places the rulers does not imply that he places them to rule. God places tyrants so that people rebel, and through tyranny and rebellion learn the value of liberty. Same as there is, eg, disease, natural disasters or poverty to learn the value of fighting them, not to "oh well there's nothing we can do, too bad". Tyranny is in the same league here.
