The compulsory education system doesn't even teach kids how to have sex. At best, it teaches them not to have sex, and at worst, it completely screws with their ability to understand and deal with their sexual feelings. So it's like, "congrats, you've graduated, you can go and have sex now if you want to (although we don't recommend it), even though we haven't done much to prepare you for it." And even that ignores the fact that I'll bet most kids have experimented with sex (in one form or another) before they turn 18.
