I think your friend wants a group to be in charge of.
Some of the basic principles are OK, but it's hard to know because everything appears so disorganized and badly spelled. It appears that your friend wants to throw everything out and start over from scratch, which although it can be admirable presents a problem: before one starts over from scratch, one should have a pretty good understanding of history and human nature, and why things are the way they are. Without this understanding, do-over projects tend to fail very quickly if they ever get started at all.
