Of course, part of the problem is that failure to report is itself a crime, when there can be millions of reasons, good and bad, to not report.

And of course, the usage of language which in plain meaning describes unquestionably sexual conduct and strongly hints at abusive behavior, when neither is really present, means that we cannot really know in any given case whether they are telling the truth, in plain meanings, or not really.

As far as anyone knows, even the most widely publicized KP cases and convictions (Disney Girl, Ukraine, Ore, Webe) could be based on no more than cropped crotch shots. But that's exactly what they don't want you to know.
