The only reason so many people believe CP is full of actual child rape, or otherwise lack of consensual participation by the young people involved in it, is due to claims and implied statements from the small handful of LEOs who are legally permitted to view it,

At least the Ukrainians and Webe were public materials before the arrests of their producers, so they were known by the public at large.

In the case of the Ukrainian raids, the models were willing and paid, with the full knowledge of their parents about what they were doing and how they were posing. Journalistic articles which appeared after the raids leave it clear that the produced materials contained nudity and erotic posing probably enough to be illegal in the USA and EU, but not sexual activity of any kind. No parent pressed complaints against the producers after the arrests, leaving Ukrainian police de facto unable to prosecute anything.

In the case of Webe, the models were willing and paid, with the full knowledge of their parents about what they were doing and how they were posing. All the materials had the girls dressed, from fully clothed to swimsuits, but never less clothed than swimsuits - not even innocent or innocent-looking slips or "malfunctions". No sexual activity was ever produced and shot, and even no cropped / zoomed shots to body parts that can be interpreted sexually as per US codes. Only one parent (the original complainant, "Bailey" 's mother) pressed complaints; but that complaint and tortuous interpretation of "sexual posing" were enough to land the producers with KP convictions. Many of their models (at least the Europeans, but I also know about one or two of the Americans) reappeared on other sites - pretty much confirming the willing character of the pics.

Both cases are very similar.
In both cases, there are professional or near-professional photographers and webmasters; with willing children poising and willing families fully aware of the activities, and whom are paid for their work from the proceeds of the sites. In both cases the KP constitutes exclusively posing with no sexual activity involved; and in the American case, not even nudity was involved.

There is absolutely no reason to suppose any other KP case, from the most notorious to the smallest, is any different to these. They might be, but the only hint we do have are the ones that were public before the arrests, and those are not abusive or even particularly openly sexual.

Therefore, to assume KP is made with unwilling kids, or with family (ie, amateur) photographers is a bigger leap of faith than the opposite.
