California laws allow the State to recover Welfare overpayments from those who were disenfranchised children at the time their guardians or the State erred; provided that they are now adults.

It will try to collect from the adult claim filer. But if that avenue is exhausted, it will go after those who were minors when the error was made.

This piece of bureaucratic illogic where one is retroactively "adultified" in responsibility but not in choice; is akin to telling slaves that they are responsible for their master's debt incurred in their own purchase upon emancipation.
