You can say a lot of things about the SOR, but claiming it doesn't work because a guy who wasn't on it raped and killed a child isn't one of them. Had he been on it, it very well may have deterred him from this crime. That said, I think there are plenty of legitimate arguments against the SOR, like the disenfranchisement of sex offenders, most of whom aren't violent rapists. Let's stick to those and not make arguments based on what-ifs.
If he had support or maybe if the AOC was different, him and that little darling may have been happily involved.
Unlikely. Trucker, you should be well aware that the great majority of men who rape and murder children are not MAPs but situational molesters. These are crimes of opportunity committed by people without conscience and/or without social skills:
