Bravery and cowardliness

Medical professionals face almost certain conviction for not turning in innocent individuals, and are given complete immunity for wrongly accusing them. The same twisted thinking is applied by non-professional individuals because, in many cases, it is necessary for survival.

English speaking people (particularly Americans) are sick individuals.

When someone calls the police in situations like you've given, they are called brave.

When a predator drone fires on unarmed people in the mountains of Afghanistan, and those people manage to take cover and avoid being killed, they are called cowards.
