You have already received some excellent answers, but I would point out one more factor: as qtns has noted the authorities have been teaching the public dependency, and this even extends to teaching the public to call the cops instead of settling an issue themselves. In fact, many people get in trouble with the law if they attempt to resolve an issue on their own.
But there has also been a backlash. The people of the State of Texas have now noticed that having police officers in the schools makes things worse and produces more criminals. There has also been an increased number of police officers killed in the past two years.
In fact, just yesterday a man walked up to a police officer at Virginia Tech and shot him dead. While I can't say exactly why this happened, I can't help notice that more and more people are complaining about the conduct of police officers and the increasing interference by the State.
