The State has always, to some degree, been a form of organized crime.

The truth is that predation, while common, isn't terribly frequent; not frequent enough to support those whose livelihoods depend on offering protection.

And like all forms of insurance, it requires people to think abstractly about paying for a service they hope to never have to use. So both the idea of throwing money into a fund they might never see the benefit of AND the fact that doing so is a reminder of the bad things they'd rather forget as soon as its behind them leads to many wanting to forgo the service.

Further, if a State is well-ordered and educates its citizenry well, it should tend towards its own abolition as they become self-sufficient.

All of this incentivizes the transformation from protection to protection-scheme; where the provider needs to demonstrate their necessity by manufacturing threats.

When the State ignores a demographic, or worse yet, attacks it; this creates a need within it for a parallel State in miniature. And these too evolve in the same direction. Hence you have the irony of Feds going after Mafiosos and Triads whose origins and motives are almost identical.
