Perverse Incentive

Perverse Incentive neither requires that the creator of a program, nor its recipient, be entirely aware of the unintended consequences built into it.

Bureaucracies tend towards their own maintenance, if not expansion. So an assistance program we hope would be self-abolishing probably won't be. Further, the more complex it becomes ( perhaps to weed out the undeserving, ) the more effort is required by its recipients to navigate its requirements. Doing this then takes time away from working towards the actual goal.

And then there's the conflict between intentions and ends. The well-intentioned may carry on something harmful long after a true villain would have given up.
