So this commission investigated the abuse at Catholic institutions and is able to draw a conclusion for the WHOLE Dutch society?

Will try to get some more information but I'm pretty sure words are taken out of context here.

I don't trust most reports about this subject anyway.

Example:Have a look at the link below, it's easy to draw the conclusion that North American children are abused twice as much as their European counterparts.
But that's not the case I think, the definition of "abuse" in both parts of the world is different and just reading the article would make me jump to the wrong conclusion.

And now I will get my wooden shoes and fight some windmills..
