As I remember, Russell mentioned this in his essay, but I don't remember to what extent it was properly sourced (as opposed to something like "Freud said") - I do not have the essay available now. Sources that Eeyore has mentioned before are probably the actual thing you are remembering now. Of course, needless to say, the view of children as nymphomaniacs is clearly more coherent with the Protestant doctrines of original sin than is the purity hypothesis.
